The Integrated Treatment & Recovery Services programs of Community Mental Health Authority of Clinton, Eaton and Ingham Counties (CMHA-CEI) offer a 40 bed residential treatment program designed to help men with drug and alcohol problems. The House of Commons (HOC) has been a well-respected leader in substance use disorder treatment for more than 50 years. The length of stay is variable, based upon individual need. This program is available to men 18 years and older, who are referred by: themselves, Mid-State Health Network (MSHN), Office of Community Corrections (OCC), Network 180, courts, attorneys, recovery community partners or family.
The program provides a multi-disciplinary team of staff who monitor the facility on a 24-hour basis. Treatment staff include a Program Coordinator, Mental Health Therapists, Client Services Specialists, Case Manager, Peer Recovery Coach and Nurse. All staff have experience working with individuals who have substance use disorders. HOC utilizes cognitive behavioral therapy as the primary clinical model. The program uses the American Society of Addiction Medicine Patient Placement Criteria (ASAM) to determine if an individual is appropriate for residential programming. Additionally, the program’s contractors also have guidelines for admission to treatment. Dependent upon contractor, admission criteria may include:
All criminal charges are reviewed by the Program Coordinator prior to admission. Individuals with warrants, holds or detainers from other jurisdictions, or who have unstable medical or psychiatric conditions may also be ineligible for admission.

CMHA-CEI Integrated Treatment & Recovery Services (formerly Substance Abuse Services) recognizes substance use disorders as chronic health conditions. Services are designed to address underlying issues as well as the presenting drug and/or alcohol related problems. This is accomplished by careful assessment and comprehensive treatment planning. A wide range of services are available as a model in continuing care including detoxification, residential, outpatient and self-help groups. Standard Program Hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.
