Mental Health Crisis

The Integrated Treatment & Recovery Services programs of Community Mental Health Authority of Clinton, Eaton and Ingham Counties (CMHA-CEI) offer a program that provides outpatient substance use disorder (SUD) treatment exclusively to individuals who are incarcerated in the Ingham County Jail and present with a diagnosis of drug or alcohol abuse or dependence. The CATS program provides individual and group therapy, as well as case management and peer recovery coaching. For those who need additional support for their recovery, referrals are made, while the client is still in jail, to support ongoing recovery and re-integration back to the community. CATS has staff that are designated to serve those with mental health issues that may not be able to be housed safely in the jail without closer monitoring (see Emergency Services Section).


Referral Sources

All CATS Program clients are inmates of the Ingham County Jail (ICJ) and must demonstrate at least minimal motivation for complying with treatment and have some history of substance use disorder; or substance use related offenses. The most common referral sources are:

  • Self Referral (inmate sending a “kite” to CATS while incarcerated)
  • Circuit Court and District Court
  • Probation Agents and Parole Department Personnel
  • Attorneys
  • Relatives and Friends of Inmates (by telephone)
  • CATS Emergency Services Staff
  • Jail Staff
  • Other Jail Programs (Education, Medical, OCC)
  • Other CMHA-CEI programs and Other Service Providers in the Community


Presumptive Eligibility Determination Process

Eligibility determination is made by CATS staff during the Orientation process, after a referral is received. Information obtained during this process is used to determine if there is a need to complete a full assessment for substance use disorder treatment.


Assessment Process

Once it has been determined that the individual is in need of substance use disorder treatment, they are scheduled for an assessment with a CATS therapist, to determine the appropriate level of care needed. For those referred by the courts or other outside sources, results of the assessment and any recommendations for treatment can be provided to the referring party, if the client signs a consent to share information.


Treatment

CATS strives to provide a safe, respectful, and trusting atmosphere which allows individuals to develop new coping skills and behaviors that will help them reach their recovery goals.  CATS staff are experienced in the use of cognitive behavioral approaches and motivational interviewing techniques, to assist each client in challenging their own limiting thoughts and beliefs and support development of the skills necessary to promote a healthier and more pro-social, recovery based lifestyle. All CATS therapists are licensed to treat both mental health and substance use disorder issues and are capable of providing services to the co-occurring population. Male and female treatment sessions are held separately, per jail protocol. Certificates of Completion are provided, as well as letters to courts and probation officers, upon request.


Emergency Services

CATS staff provide emergency screening and intervention to individuals who are exhibiting, or have recently exhibited, any signs of self harm or suicidal thoughts or behaviors. CATS staff provide housing and monitoring recommendations to jail staff to ensure individuals are housed safely while in jail. Referrals can also be made for individuals receiving psychiatric medications, mental health services or recent hospitalizations. CATS staff also make referrals for psychiatric hospitalization, as deemed appropriate. “ Referrals are made to CMHA-CEI Adult Mental Health Services for individuals who are diagnosed with Severe and Persistent Mental Illness (SPMI).


Case Management

CATS provides case management services for clients who need continued treatment after jail release. A Needs Assessment is completed upon first contact. Referrals are made for housing, entitlements, clothing, education, medical, employment and/or training, continued treatment and 1/2 or 3/4 way housing for those needing more support in their recovery. The case manager also follows-up with individuals after release from jail to ensure that connections were made successfully.

CMHA-CEI Integrated Treatment & Recovery Services (formerly Substance Abuse Services) recognizes substance use disorders as chronic health conditions. Services are designed to address underlying issues as well as the presenting drug and/or alcohol related problems. This is accomplished by careful assessment and comprehensive treatment planning. A wide range of services are available as a model in continuing care including detoxification, residential, outpatient and self-help groups. Standard Program Hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.
